air council - The controlling authority of the Air Ministry. The Council supervises all matters relating to the Royal Air Force and the defence of the realm by the exercise of the country's air power. The president is the secretary of state for Air; the vice-president is the parliamentary under-secretary of state for Air; the remainder of the Council consists of eight Service officers: the chief of air staff, the vice-chief of air staff, the air member for personnel, the air member for supply and organization, the air member for training, two additional members, and the permanent undersecretary of state for Air.
